The chemical sector climate change agreement (CCA) run by CIABATA
is equally open to participants from both within and outside CIA
membership.
For CIA members, CIABATA is currently an additional service covered
by their existing CIA subscription.
For non-members of CIA who wish to participate the choice is to
become either a full member of CIA or a member of CIABATA only:

see the CIA public website. The CIA membership fee is based on a
subscription formula which includes the variables total capital
employed and annual employee remuneration.
Subscriptions to CIABATA are calculated according to the expected
annual Climate Change Levy (CCL) saving from participation in the
CCAs which gives eligibility for an 80% rate of CCL discount. Charges
are made for each target unit participating in a CCA. A target unit
is made up of one or more facilities (a facility is a site or part
thereof defined for participation in a CCA).
The annual subscription comprises a fixed fee of £500 plus
a variable charge per target unit. The variable charge is a percentage
of the expected annual CCL saving from participation in the CCAs. The
percentage is set at a rate of 1.825% of CCL savings over £5000. In
the first year of joining there is also a one-off participation
fee, to reflect CIABATA's set-up costs, which has a similar basis
and is subject to a minimum charge of £1,500 (includes the
annual subscription).

description of the CIABATA subscription charges (see Appendix A).
An MS Excel based subscription declaration (Appendix B) is separately
attached which can be used to calculate subscriptions based on this
structure.
