Full copies of the participation pack for the chemical sector climate
change agreement appear on the participation pack page of this site,
accessible to registered users only. There are four agreement documents for
return and a target spreadsheet for completion:
- The underlying agreement (between the participant and DEFRA)
which commits the participant to an energy target and to implementing
qualitative requirements relating to their energy management (2
original copies)
- The participation agreement (between the participant and CIABATA)
(2 original copies)
- A declaration form for supporting data and assumptions (1 copy)
- A CCA spreadsheet to support energy target calculations (1 electronic
copy for checking)
- An eligibility form through which the participant self certifies
that they are, or will be, covered by the Pollution Prevention
and Control Regulations (1 copy)
The pack also includes relevant guidance materials.
When agreement documents are returned to CIABATA they will
be checked to ensure that they have been correctly completed and
that the targets included are consistent with supporting data. Any
queries will need to be dealt with before the agreement documents
can be submitted to DEFRA. If there are no significant problems
with the documents it should normally be possible for CIABATA to
check and submit documents within 10 working days (does not apply during CCA milestone reconciliation periods).
On receipt of the documents DEFRA will satisfy themselves that
the documents are in order, the activities detailed are eligible
for inclusion, and the targets are challenging. DEFRA normally aim
to complete these checks within 10 working days (does not apply during CCA milestone reconciliation periods). As new participants are
included in the agreement, a DEFRA reduced rate certificate, which lists the facilities covered,
will be updated and reissued to HM Revenue and Customs. Updated
certificates are issued by DEFRA on a weekly basis; within 2 working days
HM Revenue and Customs will update the notice of the facilities covered
on its website. DEFRA will also copy the updated certificate to
CIABATA along with the copies of the underlying agreements signed
on behalf of the Secretary of State. The underlying agreement will
be the participant's proof that the facilities listed in it are
covered by the chemical sector agreement.
